Keriako Tobiko Sends Eurobond File Back To EACC/DC


The Director Of Public Prosecution (DPP) Keriako Tobiko has identified gaping holes in a file that had recommended the closure of the Eurobond investigations.
Tobiko has directed that the Ethics and Anti-Corruption Commission as well as the Director of Criminal Investigations re-package the file in two weeks time.

The (EACC) and (DCI) had recommended closure of the alleged Eurobond theft investigations after interviewing close to 30 government officials and apparently noting that no money was lost.
In a statement however, Tobiko did not specify the areas that had gaping information gap but claimed he could not implement the recommendation to close the file.

“EACC/DCI team will address this areas and provide the clarification needed and re-submit with 14 working days,” said Tobiko on Friday,January 22.
Raila Odinga and the opposition has been pressuring government to account for the expenditure of the Eurobond proceeds while claiming that KSh 140 billion of the fund was swindled.
alleged theft of the Eurobond proceeds. At a  press conference held at the Serena hotel in Nairobi on Janauray 14, Raila said the individuals bare responsibility due to their positions in government and along the chain of institutions that handled the Eurobond proceeds. He listed them as:

1. Joseph Kinyua – Chief of Staff in the Office of The President
2. Henry Rotich – Treasury Cabinet Secretary
3. Patrick Kamau Thuge – Treasury Principal Secretary

4. Mohammed Nyaoga – Central Bank of Kenya board chairman
5. Prof. Njuguna Ndun’gu – former Central Bank of Kenya Governor
6. John Birech- Financial Markets Director at Central Bank of Kenya
7. Moses Muthui- Financial Management Director at Central Bank of Kenya


8. Benard Ndung’u – The Director General, Accounting Service at the National Treasury
Raila refused to appear before EACC to shed more light on the matter and it has been a subject of bitter war of words between government and the opposition.
While Tobiko may not have given areas with gaping information gap on the file from EACC/DCI, it is bound to give the opposition another reason to claim that the two institution lack capacity to investigate the theft.
