Parliament has made public the names of legislators who withdrew their signatures from an impeachment motion against Devolution and Planning Cabinet Secretary Anne Waiguru.
The first attempt by Nandi Hills MP Alfred Keter to have Anne Waiguru impeached hit a snag after he failed to get support from at least 88 MPs as per the law.
Keter had gotten support from about 97 legislators but some later withdrew their support apparently after receiving KSh 1 million to do so and intimidation from the executive.
“Some MPs were told that if they have NYS projects in your constituencies we will withdraw. The executive has really been on this case, they’ve intimidated Parliament, they’ve intimidated institutions,” he said.
Here are some of the MPs who withdrew their signatures in the list released on Tuesday, November 3:
1. Bernard Bett – Bomet East
2. Michael Onyura – Butula
3. Oscar Sudi – Kapseret
4. Raphael Otaalo – Lurambi
5. Lati Lelelit – Samburu West
6. Justice Kemei – Sigowet Soin
7. Ibrahim Saney – Wajir North
8. Abdullahi Diriye – Wajir South
9. Abdikadir Ore – Wajir West
10. Timothy Wanyonyi – Westlands
However, the move did not stop Keter who is keen to get Anne Waiguru out of office over the KSh 791 Million National Youth Service scandal and other alleged malpractices in her ministry.
He re-submitted the motion after getting replacements for the withdrawn signatures.
Most of those who support Keter’s bid are MPs from opposition CORD coalition but there are some from Jubilee as well like Johanna Ng’eno (Emurua Dikirr), Ronald Tonui (Bomet Central) and Mithika Linturi (Igembe South).
National Assembly Majority Leader Aden Duale had reiterated that Anne Waiguru should be treated as a whistle blower who unearthed the payment irregularities in the ministry.
Duale said Jubilee would not support any attempt to remove her from office and would use such events to express confidence in her work. He accused Keter of being used by the opposition to derail the government.
An attempt by Linturi, in May 2014, to have Waiguru removed from office was aborted in the last minute after President Uhuru Kenyatta ‘prevailed upon him’.
